[Perspectives and Main Priorities of the Korean Red Cross]

The KNRC established three priorities to promote, disseminate and enhance IHL in Korea as follows:

 

Priority 1: Training in and dissemination of IHL, relevant areas of IHL and Movement Principles to all staff, volunteers and Red Cross Youth members

It is important that all staff and volunteers have a good understanding of the KNRC¡¯s auxiliary[1] role, its fundamental principles and IHL in order that they can capitalise on its unique status in the delivery of their own services and operations to people in difficulty, and particularly

 

increase awareness and understanding of the special features of the KNRC, including IHL, the role and the fundamental principles within the KNRC;and

develop a learning strategy and a clear development path to strengthen the capacities of personnel and volunteers as IHL disseminators.

 

Priority 2: Promotion and dissemination on a digital platform

 

The KNRC has provided various face-to-face IHL training sessions as a key method of disseminating IHL for more than 40 years. By keeping abreast of significant learning developments related to innovative tools, including multiple online interactive trainings and an IHL¡¡application, the KNRC will invest in creating a digital environment for the promotion and dissemination of IHL in order to connect on- and offline dissemination activities, especially

 

developing interactive training modules and building a digital learning platform for the dissemination of IHL targeting university students;

developing online campaigns regarding the red cross/red crescent/red crystal emblems; and

publishing e-contents on the fundamental principles.

 

Priority 3: Collaboration and partnership

 

The KNRC has recognised the value of collaboration with the relevant authorities of the Korean government and components of the Movement, universities and professionals on matters pertaining to IHL. Therefore, the KNRC will keep working closely with the above relevant organisations, in particular to

 

strengthen collaboration with the ICRC mission in Seoul and other national societies;

actively communicate with the relevant authorities of the Korean government through both the Advisory Committee of IHL of the KNRC and the National Committee of IHL; and

build partnerships with universities for the dissemination of IHL.

 

 



[1] In Article 25 and Article 26 of the Geneva Convention for the Amelioration for the Condition of the Wounded and Sick in Armed Forces in the Field of 12 August 1949, protection of auxiliary personal and personnel of aid societies is mentioned. The auxiliary role of national societies was expanded from medical services for wounded soldiers and patients under military control to public service, such as public health in peacetime. In Article 3.1 and Article 4.3 of the Statutes of the International Red Cross and Red Crescent Movement, the auxiliary role is also mentioned as follows: the national societies support the public authorities in their humanitarian tasks, according to the needs of the people of their respective countries.
